European Parliament Approves Creative Europe
Creative Europe, the new EU framework programme 2014-2020 for the cultural and audiovisual sector has been approved by a plenary vote in the European Parliament on Tuesday 19 November. A total of 650 voted for the approval, 32 against and 10 abstained.
From 2014 Creative Europe will replace the MEDIA and Culture programmes, building on more than 20 years of experience in supporting the cultural and audiovisual sectors. With a total budget of € 1.46 billion (2014-2020), Creative Europe will have a budget increase of 9 % compared to the previous programmes.
The new programme includes a Culture sub-programme, supporting performing and visual arts, heritage and other areas, and a MEDIA sub-programme, which will provide funding for the cinema and audiovisual sector. A new cross-sectoral strand will support policy cooperation, transversal measures and the new financial guarantee facility, which will be operational from 2016.
The programme will allocate at least 56% of its budget for the MEDIA sub-programme and at least 31% for the Culture sub-programme. This broadly reflects the share of funding that the two areas currently receive.
The Creative Europe programme will be definitively adopted by the 28 member states of the European Council in the weeks to come and will enter into force in January 2014. The first calls under the new programme are expected to be published in December.

New Government Announces Budget Cuts for Film & TV in Norway
Norway's new centre-right government cuts the budget for the Norwegian film and television sector in the 2014 budget.
The former centre-left government had proposed a film budget of NOK 441,5 million (€ 53,7 million). The new government's original proposal aimed to cut it to NOK 409 million (€ 49,7 million), a reduction of NOK 32,5 million (€ 3,95 million), which has since been further reduced to NOK 36,2 million (€ 4,39 million) as a result of the recent budget negociations.
Leif Holst Jensen, Secretary General of the Norwegian Film and TV Producers' Association, finds the sharp cut surprising and sees it as a setback for the film fund to the level of 2005.
The public broadcaster NRK will also be affected by the change in government. With the former centre-left government the licence fee was to be raised by NOK 60 (€ 7,3) per household, but with the new centre-right government the increase will only be NOK 45 (€ 5,5) per household, giving NRK close to NOK 30 million (€ 3,65 million) less than proposed by the former government. As a consequence NRK will be going through an extensive process of rationalization and restructuring in 2014.
